To figure out what’s happened to Golden Sands Outpost and several other islands covered in the mysterious green fog, you’ll need to find Belle. Finding her Mysterious Compass after speaking with Larinna and starting the Shrouded Islands adventure is a good start. But after you’ve arrived at the island the compass has led you to, you might need some extra help finding Belle.
Belle on Crescent Isle
You can find Belle on Crescent Isle on top of the island just North of the tallest tree. She is standing on a wooden platform.

Belle on Marauder's Arch
You can find Belle on Marauder’s Arch on the middle level of the island just below the Skeleton Throne to the South. She is standing on a wooden platform overlooking the sea to the West.

Belle on Devil's Ridge
You can find Belle on Devil’s Ridge near the highest peak. She is standing on a wooden platform just North of the beacon on top of the island.
