You can find the Masked Assailant on the North West docks of the Sea Dog’s Tavern during Chapter Three of The Forsaken Hunter Adventure.
To start Chapter Three of The Forsaken Hunter, you must complete Chapter Two of the Adventure. To complete Chapter Two, you must first speak with Belle, recover ten pages of the Tattered Journal, and bring the restored journal back to Belle.
Once you have returned the complete Tattered Journal to Belle, you will unlock access to start Chapter Three.
