While you will most likely find multiple Gunpowder Barrels, you also have a chance to find a Firework Crate and a Keg of Ancient Black Powder.

You can purchase the Legendary Hunt for Black Powder for 50 Doubloons from the Pirate Lord in the Athena’s Fortune Hideout. Captains can also buy a single voyage or a bundle of five from the Shipwright.
