One of the many commendations you can complete during the Captains of the Damned Tall Tale is the Key to Freedom commendation.
You can start working on the commendation once you arrive in the town of Isla Tesoro during this Tall Tale. You will first have to travel through the Bayou and past the Fort of Lost Souls to get here.

If you are just looking to complete Key to Freedom, your first step is to find the Jail Keys!
Where are the Jail Keys?
During your hunt for Captain Jack Sparrow through the town of Isla Tesoro, you will eventually end up in the town’s jail.
Most of the cells are filled with skeletons, but one in particular is occupied with three ghosts. When you walk in on them, they will be trying to coerce a dog into giving them the Jail Keys.
The dog will run away and leave behind a set of ghostly paw prints.
Follow these ghostly paw prints into the next room and up a wooden ramp. Unfortunately, the prints will go through a small hole that you cannot fit through.
Not to worry! Walk around to the right and you will be able to reach the dog bowl where the Jail Keys are sitting.
Pick them up and leave the dog’s den the way you came in.
Unlock Jail Cell
You should now be back where the paw prints started in front of the three jailed ghosts.
Unlock the jail cell with the Jail Keys and you will have completed the commendation for rescuing the imprisoned pirates from their cell.
Make sure you use the Jail Keys on the imprisoned ghosts before unlocking the door at the top of the stairs!
If you use the Jail Keys elsewhere before freeing the ghosts, you will lose the key and be unable to free them.
