If you are just looking to complete ‘Ashen Oar Rival’, you’ll first need sail over to an Ashen Garrison in The Devil’s Roar!
Ashen Oar Rival
To complete the Ashen Oar Rival Commendation, you must dock three Rowboats at an Ashen Garrison. Docking the same Rowboat three times at the same Ashen Garrison will only count once. You’ll need to dock three different Rowboats to complete the Commendation.
There are several locations to dock a rowboat between the Ashen Garrison’s Sea Wall and the inner Garrison. You’ll want to look for scaffolding with oars attached as you row between the Sea Wall and the inner Garrison. Once you spot a place to dock, row up to the scaffolding and interact with the prompt to dock your Rowboat.
If you didn’t arrive at the Ashen Garrison with a Rowboat, you can use the one found in the water by the Garrison Vault. You’ll need to open the Garrison Main Door, fight through waves of Skeletons, and unlock the lower level before you can reach the Rowboat.
If you are on King’s Chalice Garrison, you can quickly dock the Rowboat in the Vault along the walkway that overlooks the water.
