With the aid from the Smugglers’ League, the mysterious client has discovered three unique Sanctuaries of the Banished in The Devil’s Roar. All three are locked and require a Sanctuary of the Banished Key to open them. To get the key, you’ll need to face off against an Eternal Guard. Upon defeat, the Eternal Guard will drop a Sanctuary of the Banished Key. You can use the key at any three sanctuaries.
You can find Sanctuaries of the Banished on High and Safer Seas. The entrance to each Sanctuary of the Banished on the island will be surrounded by piles of dirt and broken Black Powder Barrels, making it easy to find.
Sanctuary of the Veil
The Sanctuary of the Veil is beneath Brimstone Rock. You can find the entrance on the North side of the island. A stone staircase surrounded by blasted Black Powder Barrels leads down into the sanctuary.
Opening the Sanctuary of the Veil for the first time will unlock the Robber of the Sanctuary of the Veil Commendation.

Sanctuary of the Dark Widow
The Sanctuary of the Dark Widow is beneath Cinder Islet. You can find the entrance on the South West side of the island. A stone staircase surrounded by blasted Black Powder Barrels leads down into the sanctuary.
Opening the Sanctuary of the Dark Widow for the first time will unlock the Plunderer of the Sanctuary of the Dark Widow Commendation.

Sanctuary of the Unending Flame
The Sanctuary of the Unending Flame is beneath Flame’s End. You can find the entrance on the North side of the island. A stone staircase surrounded by blasted Black Powder Barrels leads down into the sanctuary.
Opening the Sanctuary of the Unending Flame for the first time will unlock the Looter of the Sanctuary of the Unending Flame Commendation.
